The aim of the study is to improve the education and training systems of FINABEL countries by effective implementation of education and training related lessons identified/lessons learned from recent major national and multinational operational experience of the various nations in order to achieve enhanced common operational capabilities and interoperability.

To define the minimum skills and training standards for CS/CSS personnel of Finabel countries, in order to provide them, during basic/single arms training, with a proper force protection capability.

M.16.R - TRAINING FOR MILITARY OPERATIONS IN URBAN AREAS

This study focusses on how the armies of Finabel member states train their soldiers and units, for military operations in urban terrain (MOUT).

The aim of this report is to study how Finabel countries can optimise training methods and interoperability for the preparation of soldiers and units to operate in urban terrain, across the full spectrum of conflict

M.15.R - THE ROLE OF TRAINING AND EDUCATION AS A TOOL FOR RECRUITING

THE ROLE OF TRAINING AND EDUCATION AS A TOOL FOR RECRUITING AND RETENTION AND THE WAY IN WHICH SKILLS AND QUALIFICATIONS GAINED THROUGH MILITARY TRAINING CAN BE TRANSFERRED TO CIVILIAN EMPLOYMENTS

Inside the development of the professionalization system of the Armies, three fundamental aspects can be distinguished: Recruiting, Retention and Reincorporation to the civil life.

The aptitudes gained by the individuals during their stay in the Army can affect directly or indirectly in the processes of Recruitment and Retention.

Concerning the Reincorporation, the goal is how to adapt military qualifications gained during the military service to the civilian environment.

The study analyses the procedures in Finabel countries for the gaining and recognition of civilian qualifications resulting from military training, education and experience.

A series of recommendations are given in this study in order to improve recruiting and retention through military training and education, and to facilitate reincorporation to civil life.

STUDY THE TRAINING CYCLE OF THE UNITS TAKING ACCOUNT OF THEIR OPERATIONAL EMPLOYMENT, THE REST AND RECUPERATION REQUIREMENTS OF THE FORCES AFTER A MISSION AND THEIR PREPARATION FOR COERCION MISSIONS CRISIS RESPONSE OPERATIONS (CRO), IN PARTICULAR IN URBAN AREAS

To establish how FINABEL countries plan and organise their training cycles with a view to the operational commitments, and how they establish an optimal readiness system and a common training strategy, where applicable.

M.13.R - THE IMPORTANCE AND POSSIBILITIES OF “OUTSOURCING” TRAINING

THE IMPORTANCE AND POSSIBILITIES OF “OUTSOURCING” TRAINING IN THE FINABEL COUNTRIES- SUMMARY AND PROSPECTS -

The “outsourcing-Status” in the FINABEL Member states shows different reasons for transferring training activities to external institutions. The reasons most frequently mentioned are the need to save resources, both financial and human, as well as a lack of expertise in the military sector where complex training contents are concerned. The study examines in particular the different control mechanisms developed in order to ensure the quality of training since this has been presented as a problem in many cases.

Based on the experience made by the FINABEL Member States, the study suggests solutions in order to avoid the loss of technical expertise. It is shown that the training activities most suited for outsourcing are those that include no or little military contents.

It is one of the essential conclusions of the study that the possibilities for outsourcing depend largely on the national situation in each of the FINABEL nations and that it is therefore not possible to give general recommendations 

M.12.R - COMPARE THE CURRENT AND FUTURE USE OF SIMULATION SYSTEMS

COMPARE THE CURRENT AND FUTURE USE OF SIMULATION SYSTEMS (IN THE WIDER SENSE) DESIGNED FOR INDIVIDUAL AND COLLECTIVE TRAINING, WITH A VIEW TO IDENTIFYING A MAXIMUM OF AREAS WHERE COOPERATION BETWEEN THE FINABEL COUNTRIES COULD BE IMPROVED

To describe the simulation systems used by the various FINABEL countries so as to define any possible joint use of existing or future assets, with a view to optimising cooperation in this area.

Studying the manner in which the various countries use their simulation systems and assets, and a knowledge of equipment forecasts, make it possible to:

-        List the simulators which can, as from now, be made available to other countries,

-        Identify the simulators which could in future be designed or even used jointly,

-        Make all concerned aware of the possibilities presented by simulators, the subject of this study, which equip all the FINABEL countries.

Since simulation systems are changing rapidly, it is imperative to regularly update the data mentioned in this report, to prevent the information from becoming obsolete. Support from all FINABEL countries will be required to carry out this essential task.

HARMONISE INSTRUCTION AND TRAINING PROGRAMMES WITH A VIEW TO ACHIEVING AN EFFECTIVE LEVEL OF COOPERATION IN FUTURE COMBINED JOINT AND MULTINATIONAL OPERATIONS

The aim of this study is to: 

List the principles, methods and objectives of training in the member countries.

Indicate the similarities and differences in training between the member countries.

Describe the desired framework in which training has to be planned and put into practice.

Define general directives for evaluating training

STUDY OF THE WAY IN WHICH FINABEL COUNTRIES EVALUATE AND QUANTIFY THE RESULTS OF COLLECTIVE TRAINING

-       To determine how FINABEL countries conduct collective training and whether or not the output of this collective training is assessed or measured in order to preserve/justify reducing military resources.

-       To define any areas worth following up in an era of both political and military interoperability.
