FDE.2.R How to enhance International Cooperation amongst Finabel Land Forces
Starting from the existing forms of cooperation amongst Finabel countries, the document identifies the work areas in which cooperation and interoperability of Finabel Land forces could be enhanced.
FDE.1.R - To define the FINABEL Land Forces (FLF) contribution
To define the FINABEL Land Forces (FLF) contribution to Security Sector Reform (SSR) within the context of a Comprehensive Approach (CA).
Current and future operational environment requires multiskilled and flexible force structures. Relations with other actors and local forces are omni-directional and only synergy will produce effective results that will optimize the output and reduce the costs. Security Sector Reform (SSR) will undoubtedly play an important role in pre-empting, rebuilding or developing actions in a crisis/conflict situation. A common understanding of how to perform and conduct assistance will increase interoperability, simplify coordination processes and improve the quality of procedures. In a comprehensive environment it´s also important that other actors and key players understand the purpose, capabilities and limitations of the actions that military forces can deliver in this area. Common awareness will enhance Joint, Inter-Agency and Multinational (JIM) coordination, relation, expectations and procedures.

THE FUTURE OPERATIONAL ENVIRONMENT, ITS IMPACT ON THE DIFFERENT COMPONENTS, THE ROLE OF LAND FORCES AND THE PRIORITIES TO BE GIVEN AS FAR AS FORCE ENGAGEMENT IS CONCERNED.
The study describes the most probable factors, threats and risks that will characterize the Future Operational Environment. The FOE will have consequences for the Land Forces' missions, capabilities and structures, with an increasing need of adaptability at all levels.
This study also lists the priorities to be given in the following lines of development:
- Doctrine & Concepts
- Organization and Capabilities
Some conclusions are summarized below:
- Operations will be joint, multinational and inter-agency at lower levels;
- Adversaries will avoid direct approach, using all political, military, psychological and informational levers that they can employ. They will seek to disperse amongst an increasingly complex battle space;
- The most important issue in the operational environment is the population. Operations will take place among the people;
- Although technology will be important in the FOE, the human dimension will still prevail and must drive the capability development of Land forces of Finabel countries in the future.

|DOCTRINE LAND OPERATIONS MANUAL|
|The study describes common conceptual and doctrinal understanding to be shared by the land forces of Finabel member states, with a particular focus on those which can be utilised in an EU Battle Group. Finabel studies cover a broad spectrum of issues concerning the land operations of Finabel countries. Although Finabel does not write doctrine as such, these studies establish a common understanding among troop contributing nations, and form the basis for the planning and conduct of all kinds of operations. Since the doctrine is the basis for planning and the conduct of all operations, a common understanding of all conceptual and doctrinal principles can contribute positively to Finabel studies and forms the core of this study.|
T.35.R - RELEVANCE AND POSSIBLE ROLES OF COMBAT SUPPORT UNITS (CSU) IN ASYMMETRIC WARFARE.
The aim of this study is :
Current deployments, mainly in the context of peace-support missions, show low employment of combat support units in their primary role. Therefore, possible secondary roles for CSUs need to be considered in order to make them as employable as possible, over the full spectrum of operations. A common approach of Finabel countries on that point would be of particular interest. Chapter 2 analyses the current situation regarding the use of CSU in secondary roles, Chapter 3 examines when and why could a CSU be re-roled, Chapter 4 examines the Implications of utilising a CSU in a secondary role(s) and Chapter 5 outlines the recommendations.

T.33.R - POST-CONFLICT STABILISATION OPERATIONS
|THE PREPARATION, PLANNING AND ORGANISATION FOR THE TRANSITION TO AND CONDUCT OF POST-CONFLICT STABILISATION OPERATIONS AT LAND COMPONENT LEVEL|
|The aim of this study is to analyze the main aspects of stabilization operations and their potential to become an extended and demanding activity, albeit one that should incorporate a coherent exit strategy, during future military operations involving the Finabel nations. The current high interest in post-conflict military intervention is the foundation of this study, which analyses Finabel countries’ concepts, organisations and views for stabilisation operations at the operational level. Even though STABOPS will be conducted throughout the continuum of an operation, this study is focused on the post-conflict phase. Because of its wide scope, the study provides Finabel countries with a general construct on post-conflict stabilisation operations rather than with detailed tactics, techniques and procedures. Chapter 2 establishes a common ground of definitions and conceptual requirements of stabilisation operations, Chapter 3 deals with operational planning, Chapter 4 examines force generation.|

The aim of the report is to answer the question how, from the conceptual viewpoint, it is advisable gradually to fill or minimize the lack of tactical mobility, lethality and protection once deployed. For immediate and rapid reaction, most countries already have a Light Forces capability available in their force structure. It is for this reason the Finabel countries are making considerable efforts in different fields, by setting up effective and highly mobile forces (which normally are projected by strategic air transport), to acquire the capabilities necessary for the rapid projection of high-performance military potential. These forces are generally called Medium Forces.

In this report, a study and evaluation, after analysis, is made of the structural and material development with regard to Medium Forces within the Finabel countries, in order to draw the conclusions and to make proposals for possible action.

The purpose of the study is to give an overview of the capabilities that armies can make available for homeland defence and the possible roles of their units. The study therefore describes the general framework in which the comprehensive list of capabilities (in the form of an Access database) is situated.
The early chapters are devoted to the form and characteristics of the terrorist threat, the political and legal framework and the role devolved to the FINABEL countries’ land forces. The overview takes into account the differences between positions on national legislation and the structures of the forces tasked with Homeland Defence. The main tool of the study is a live database.
