TO DEVELOP A COMMON FINABEL VISION OF THE OPERATIONS ENVIRONMENT IN THE 2020 TIMEFRAME, OUTLINING IN PARTICULAR THE GENERAL FUTURE FRAMEWORK OF MILITARY COMMITMENTS AND ITS IMPACT ON THE ACTION OF THE LAND FORCES

The aim of the study is to anticipate the effects of these strong trends influencing the environment of the future commitments of the FINABEL countries. To do so it identifies the conditions for achieving operational superiority in the future and its consequences on the conduct of operations by assessing the role of the media, and of government and non-government organisations in the theatres. The study describes broadly the characteristics of the future land environment, makes a list of the types of conflict and players, and describes battlespace constraints of all types (legal, political, moral and ethical) in the 2020 timeframe.

T.30.R - APPROPRIATENESS OF REPLACING TACTICAL TRACKED VEHICLES BY WHEELED VEHICLES.

The diversity of the missions to be undertaken by the land forces will continue to grow in the next few years. In order to determine the capabilities to be held, it will be necessary to take account of all possible missions. The capability of undertaking combined arms combat, or even joint service combat, will remain the priority. It will, more than ever, be characterized by a high tempo, the search for the freedom to manoeuvre in a wider area, contact operations, increased engagements in built-up areas, deep operations and direct and indirect operations and rear operations. tyre2

T.28.R - THE INTEGRATION OF SENIOR OFFICERS IN ANOTHER NATION’S SENIOR HEADQUARTERS

THE INTEGRATION OF SENIOR OFFICERS IN ANOTHER NATION’S SENIOR HEADQUARTERS AND THE ADAPTATION OF WORKING PROCEDURES AND STRUCTURES OF THESE HEADQUARTERS IN VIEW OF THEIR INTEGRATION

The study examines the exchange/integration of senior officers from Major to Colonel and their employment in posts corresponding to these ranks. Two types of exchange are considered: bilateral exchanges and exchange networks.

The exchange programme should be initiated by means of  bilateral agreements,  allowing a simpler procedure a greater control by each country, and making it possible move over to an exchange network as soon as the conditions are suitable 

T.27.R - THE RAPID DEPLOYMENT FUNCTION IN FINABEL COUNTRIES' LAND FORCES

To examine one or more concepts of rapid troop deployment in order to determine how the FINABEL countries could contribute more effectively to a multinational deployment and improve cooperation in this area

T.26.R - FUTURE COMMAND STRUCTURES REQUIRED FOR THE COMMAND OF MULTINATIONAL FORCES

The aim of the study is to work out in a realistic creative and forward-thinking way the command structures necessary for commanding multinational forces which would be committed at all levels of crisis and conflict, particularly in peace support operations

T.24.R - COOPERATION BETWEEN THE FINABEL COUNTRIES WITHIN THE FRAMEWORK OF UNITED NATIONS OPERATIONS

The aim of the study is to:

     a. define the basic principles of cooperation within the United Nations for humanitarian and peacekeeping missions;

     b. describe the characteristics of the FINABEL land forces' operations within the United Nations.

     c. indicate the process to be followed for sending a FINABEL multinational land force (stating in particular the command and subordination links, and the principles relating to logistics and medical support and cooperation with humanitarian organisations, etc.).

     d. from this, deduce the required capabilities.
